Hi, technically we can display images AFAIK though no modules do. (If I'm
wrong here someone correct me). And well I was planning on attempting to
scratch my map itch this summer once classes and related time eaters are over
with and I can devote some time to doing it.
Though the way I am currently thinking maps ought to be done is a bit more
interactive than just displaying a map. Imagine, viewing a map of say the
divided kingdom, you click on Jerusalem and you're transported to a more
detailed map of the city at the time. Or you click on another location and
are taken to the ISBE's entry for that area, or an archaeological general
book or something else neat like that.

VRML I'm skeptical about mostly because of size issues. I mean if there's a
way to do it without needlessly bloating the libraries and what not I'm all
for it.
