[osis-core] 7.4 Identifying a Work given a work declaration element

The statements in section 7.4 should be rewritten to reflect that ALL
and ONLY the element in the <work> element in the document making the
reference must EXACTLY match elements in the first <work> element (the
"this" <work> element) for the a reference to be a reference to that
document.  The exception elements being <scope> and <refSystem> (I don't
recall a statement regarding <castList> and <teiHeader> but we have said
everything below <scope> was not to be used for "matching").

The purpose and benefit of using <identifier type="OSIS"> is that it is
precise.

There has been TALK of a fall back mechanism implied by the value of
<identifier type="OSIS"> but no decision made.

There is no fall back mechanism for identifying matching <work> relative
to references.

Encoders should use the least number of <work> elements possible when
declaring a <work> element to be used with a reference.
