Accepting that we set ourselves up for a huge Y10K problem, I don't 
think we should drop leading zeroes.  ISO 8601 seems to specify only 
YYYY format.  And, in general, I would assume a year marked as "39" was 
trying to indicate 1939.  In any case, it's only data.  It can & should 
be transformed before it is presented to users.
