[osis-core] Is this ready for OSIS 1.1? Reference

I am not sure I like the addation of xlink and xpointer to reference.

I am not clear how we would expect people to use the rich behavior.

It is seems that there should be two different elements for theses two =
different purposes.

I suspect that there will be those who would suggest that my perspective =
on references is merely a simple form of an xlink, but by allowing the =
broader scoped element (which is a valuable tool) you also loose the =
opportunity for a specific form and for valadation.
