In addition to NetBeans, give Oracle's JDeveloper a try. The latest 
version is the first that I find to be worthwhile. Be aware that while 
it is free, using some of the technologies it contains beyond 
development is subject to licensing. It is not clear what's is or isn't 
subject to licensing.
