That's right.
Bad member will probably sign up in another software as well.
But I have little desire to spend more time with mvnForum.
If we want to keep a forum (which I would prefer), we need some other software.
I would even put some money in the hand to buy something, or pay some fee if it is hosted in the cloud.
For example Burning Board from Woltlab is an excellent forum.

How do we proceed?
