Hi Troy.
Yeah, that's right. Lot of spambots do register but miss the activation.
I'm currently manually hitting the unactivated-user-clean-up button every week.
I'm not aware that there is a limit of 999 users. In fact they grow at a lot over 1000 until I do the manual clean-up.
I'm don't believe there is something we can do about it that those bots register. There is a Captcha image in the register form but I guess it is too week so that bots can calculate the characters.
