Looking at the example Bible.en.cev.1992.Esth.xml I note the following
issues:

1.  The document is only available as a PDF file.  This is a pain in the
butt in order to get it back to an XML file.

2.  The document does not meet Level 1 for the following reasons:

	a.  The creator  item is missing
	b.  The dates item is missing
	c.  No revision element exists.
	d.  The second work item is lacking title, create and revision
elements.
	e.  Contributor role="encoder".  This is not in the Appendix G
list.  I just looked through the list and this appears to me an item not
in the list.
	f.  It is missing some quote elements.
		Esth.4.13, Esth.4.16, 5.3, 5.4, 5.5,....
	

3.  RefSystem appears to be totally lacking from the 2.0.1 user's
manual.
