[sword-devel] New Month, New Tools Build

There were about a half dozen commits to SWORD over the past 6 weeks, so
I've updated my builds of the Windows tools, for those who need them. These
are current as of Sword SVN revision 3900.

I've also resolved David's previous complaint that the dates of the files
were stuck at Unix timestamp 0. They now reflect the date that I created
the tarball. I previously had fixed the timestamp on the tar file itself,
but now the files inside have also been updated. I am getting closer and
closer to having a native build of them for Windows on Arm computers.
Slowly working out build bugs with the compiler toolchain.
