[sword-devel] FreJND and HebDelitzsch released

The module is UTF-8 (NFC) as is the text source OSIS on GitHub.

The conf file is encoded correctly 'en masse', but in detail there were
those four mistakes made in some previous conversion to UTF-8. It's a long
standing error. Previous versions had the same issue.
