[sword-devel] SWORD 1.7.0RC3

I'd like to finally push this out the door. Please let me know if you'd like more time to get around to testing. I understand if things are busy. Otherwise, if it continues to remain quiet, I'll take that for a positive sign that no one has found any issues.
