Theoretically, yeah, but practically no, because their length is not
limited.  Brian Dumont recently gave us KrauthConservativeReformation in
Xiphos repo (29 chars).

If a publisher can't find a way to distinguish himself and his module in
a few dozen alphanumerics, he's not being very imaginative.

Our problem at that point will be to convince publishers to use more
reasonable (shorter) module names and keep the long content for
Description=Most Of That Crud Here.

All in all, this is a bridge worthy of burning when we get to it.
