[sword-devel] Win32 sword utilities updated

When I tried to use osis2mod.exe it reported that *MSVCR100.dll* was missing
from my system.

I did not have this problem when I was using *sword-utilities-1.6.2*

My system is Windows 7 (64-bit) fully up to date.

And the installed programs include *Microsoft Visual C++ 2008
Redistributable - x64 9.0.30729.6161* (as well as nine related earlier
programs or versions thereof).
