[sword-devel] Win32 sword utilities updated

If anyone is working on languages that use the Burmese script, the use of the
more recent ICU will make a difference, especially as regards normalization.
This is because there were changes in the Unicode standard that affect the
codepoint ordering of some composite characters in the Burmese block of the
Unicode BMP.

It's in my "to do" list to check this aspect for Greg's build, but so far
I've been too busy.
