My philosophy on bug reports/tracking:
If you file a report in JIRA, it may not be addressed immediately or
even soon, but it won't ever be lost.
If a report is not filed in JIRA, it almost certainly will be lost,
forgotten, and ignored.
Maybe more active use of the tracker would encourage Troy to use it.
(Not that I'm saying that this is even necessarily a bug that should be
his responsibility.)
Use of JIRA is far superior to mailing list traffic because it keeps a
permanent record of bug discussion and resolution in a single location.
