ICU for MS Windows SWORD is available from our SVN repo at:

http://crosswire.org/svn/icu-sword/trunk/

It goes to a directory icu-sword, at the same level as sword. e.g.,

D:\src\sword\
D:\src\icu-sword\

I don't understand what you mean when you say:
