Have somebody, or more likely, a couple of people write some (very) good
documentation.

That part is easy. The very hard part is writing documentation that can
easily translated into other languages, and retains its accuracy.

The required tools for creating Sword Project resources are available.
The issue is that the documentation is, "lacking".
The proposal is for:
* Creating tools that are less arcane to use;
* Creating documentation that is understandable;
