Chris gave the proper way. If a front-end does not handle it properly it
is a bug in the front-end.
When this builds the index for the Sword module, then the two verses
will have the same start and length.
When a front-end for the Sword API gets a chapter, it will generally get
all the verses from the first to the last and append them to a
buffer. However, this will reflect a bug as it will present the same
verse twice.
JSword has this problem and I am opening a bug report against it.
