Copying the file into the locales.d dir in /usr/share/sword should be enough.
But the file needs some right formatting (the uppercase values must be valid).
The next Sword and BibleTime release will provide a better way for the
locales: For apps supporting unicode the files will be in utf8.
It might be difficult to format it right for the current release.
You can send me the file so I can add it to the next release.
