[sword-devel] CD distribution improvement

I would rather see us find a service that provides a better deal than 
$4/CD, perhaps a suggestion to a group like linuxcd.org for example.  At 
$2/CD, that's still nowhere near as good as the pricing Troy provides, 
but it would be quicker.
