Where did the text come from, and (more importantly) do we have 
permission to use/distribute it?

I got it directly from the author (Russell Stendal), and have an email from him receiving permission to use and distribute it.

What message is vpl2mod giving you,

It runs for a few seconds, then starts printing lines of "problem."  It creates the ot, nt, and .vss files, but ot contains just Genesis 1:1, and nt is essentially an empty file.

By "headers" do you mean verse references, as in "Gen 1:1 <some text>"? 
   If so, you'll want to use something like, "./vpl2mod jb2000.txt ./ 0 
0" as your command line.

That's exactly what I meant.  My vpl file has no headers, just the verse text, one per line, for all its glorious 31,102 lines.  I think I tried using the command line mentioned above, but I'll try again.  Thanks!
