To be of real use to us, any technlogy that we wish to incorporate must be 
exportable from the US, at least in binary format.  Crypto exports are 
still not allowed to Cuba, Iran, Iraq, Libya, N.Korea, Sudan, & Syria.  We 
have Bibles for them, but I doubt many Christians exist in these countries 
who could afford computers & internet access.  So I'm not sure these 
should be a great concern.

This is true.  Your solutions also illustrate the complexity of the 
problem and (I think) illustrate why it is outside the scope of 
InstallMgr.  If you feel moved to work on this, please do, perhaps basing 
work on the gnutella or a similar protocol with existing open source 
clients.
