The suggested "other given standard attributes" are not parallel to
"Bible".

The idea with the default value of "Bible" for osisRefWork is an implied
work element as follows:
<work osisWork="Bible">
   <refSystem>Bible</refSystem> 
</work>

Once we completely define standard reference system names the value for
<refSystem> should be updated to reflect one the standard reference
systems.

This allows for beginning users to encode <reference osisRef="Gen.1.1"/>
and have it mean a generic reference with out having to specify a
prefix, osisRefWork, or <work> element.

There can only be one default so for all other cases the encoder would
have to not use the default if they don't like it.
