[osis-core] <resp>

I started using <resp> in our KJV2003 project a while back after hearing 
about this TEI tag that we (OSIS Standards body) wanted to allow in 
OSIS.  It seems that it may not actually be in the OSIS spec.  Here is 
our (CrossWire's) usage of it.  Is there any chance that we (OSIS and 
CrossWire) can get this (or something close to it) to be legal?
