[osis-core] warning on use of xs:language & xml:lang

Chris and Patrick,

One problem we will have is that the xml:lang must be defined in a
specific namespace.  The proper thing to do is to use the schema defined
for xml:lang.  It is possible for us to refer to
http://www.bibletechnologies.net/xml.xsd, use the
http://www.w3.org/XML/1998/namespace namespace, and make the changes we
want to xml.xsd.
