I should be more explicit about my current feelings towards Troy's
request for a new element....
The problem is how to mark NT quotation of the OT, a fairly common case.
The suggestion of adding something like the <cite> element Troy proposed
(even with a different name), that would be used for all sorts of
indirect quotes, quotations that don't have quotation marks, or
whatever, I "can't live with". It seeks to solve the problem by solving
other problems that don't exist.
I also completely reject the idea that <q> directs one to render with
quotation marks.
I don't believe the problem necessarily requires a new element. Using
<q> is perfectly appropriate to this task, provided it has a type, such
as "otPassage" that can indicate "I'm a quotation of a passage in the OT
within the NT".
But as Troy points out, this would be a common use of the <q> element,
so it may well deserve an element as a shorthand. But I think it should
be specific to use for the NT quoting the OT, like the <otPassage>
element we had in 1.0, but dropped. I don't remember why it was
dropped, perhaps someone can recount the reasons behind that decision in
case they are relevent.
Most of the other cases Kirk cited, such as the OT quoting other
sections within the OT or Paul quoting classical works, should still use
<q> though, I believe.
