[osis-core] <lb> element - did we make a mistake when we added it?

Patrick,

So <lb/> will NOT be limited to <l> and will talk the place of
<milestonePT type="line"/>.  Is this correct?

(I am not disagreeing only trying to clarify the conclusion.)
