[osis-core] One more round on osisID/osisRef!

In the proposal above, the "osis" is a name of a new protocol and the ":" is
the protocol separator, as in mailto:hplantin@calvin.edu or
http://www.ccel.org.

One could even make it look more like a URL by adding (extraneous) syntax:
osis://bible.niv/Ps.41...
