No.
The CEV does not have verses and while I would mark references to verses
as in my example, no I would not use the verse element in the CEV.
(Note end/start OsisID syntax not in present schema.)

Actually to correct my own example (osisRef is a datatype not an
attribute) the example should read:

outCite="John.1.1-John.1.3">John 1:1-3</reference>In the beginning....</p>
