[osis-core] When an osisID is not an osisID?

I was assuming you were suggesting this from the quote below. Seems my
not remembering the same names you used probably caused the confusion:

Not sure I followed this one, but think I understand from your example
below.

Ok, good. I thought you were stating that we didn't need to markup the
"who am I" in the CEV with anything other than the <reference> element
from your post below:

Right, since Steve has not spoken up on this issue, I assume I was by
myself on desiring that <verse> ALWAYS be used to mark the "who am I".
