[osis-core] osisRef behavior/usage (not syntax)

Not sure what I think about this.  The easy one to answer 'yes' to would be:

<reference osisRef="Matt.1.1-Matt.1.6">Matthew 1:1-6</reference>

I know what to do with this in display software.  Not sure what to do 
with an osisRef in a 'q' or 'verse'.
