[osis-core] Drop validation on status for copyright?

If we don't know what to put for status then why not just remove the
attribute "status".  It seems that if we can't come up with even a few solid
options then I am sure that others will surely misuse and misunderstand it.
I am in favor of removing it and seeing if anyone complains if we can't
think of solid status options.  I don't see anything in printed form that
would parallel this attribute.
