The issue here is that on Linux we build the Windows installer using  
NSIS. It requires quite a bit of setup to get it working and I haven't  
tried to get it to work on Mac.

I would greatly appreciate it if someone could figure out how to  
conditionally use NSIS based upon whether the plugin is available.

In the meantime, you can comment out/delete the problem lines, or  
checkout an earlier version of the build.xml, which didn't have it.

Hmm. This is not good.

The fundamental problem with my testing is that I keep forgetting to  
set my module library aside to test this problem.

Would you mind opening a JIRA issue for this? If you'd like to submit  
a patch, that would be fine, too. Otherwise, I'll see what I can do.
