I saw those earlier. If I recall these are: "ueber", "koennen" and  
"naechsten"

How about in o.c.b.book.DisplaySelectPane_de.properties, do you want  
"oeffnen"?
PassageAction.ToolTip=Gew\u00FCnschten Abschnitt eingeben. CTRL+ENTER  
pressen oder den... Knopf pressen um ein Auswahlfenster zu oeffnen.

I searched all the German property files for ue, oe, ae and these were  
the only ones I had found. (My German is over 30 years old, so I could  
have easily missed them.)

I changed that deliberately. I felt that the icons did not add a whole  
lot and the German "Navigation" was pretty long, especially with the  
button. Also having the icon on the button made them look odd on the  
Mac (squarish and not oval).
