Not sure about eclipse rcp/swt/jface, but for Netbeans RCP you could
easily added language pack as optional module/plugins that can be
downloaded and installed later when needed. And I think any rcp
platform (eclipse or netbeans, etc) will ease the developer regarding
language pack.

Again don't know about eclipse, but for netbeans you can install the
language pack later as plugins to the application. So no complex
javascript browser language detection needed on the download page.
Besides, if the user download using eg: office computer (which use
english), but the user want to use it at home using their own locale,
the javacript detection will be wrong.

Note: I do not have mac, so I could not test/verify this or whether
this feature is available under mac as well, but under Linux/Windows I
already test this capabilty.
