A few connected questions

1) Given that another language is started can we get Vietnamese added to
the translations to chose from?
2) Could we automatise this instead of having it hard coded, maybe even
modularise it - only if a language pack is installed the option becomes
available?
3) Is there a way to create primary builds with a different default
language?
