[sword-devel] GitLab + a patch

I went to create a fork of the repo on GitLab and the process got stuck in
creating the fork. It's been overnight that the process is still stuck.
I've asked the UI to delete the fork to see if I can get the process
unstuck. However, the scheduled cleanup won't complete until 9/3 so I'm
stuck without a fork to submit an MR from.
And as of this morning, I am not able to access the endpoint over SSH.
Which is probably symptomatic of the same root cause that my fork has
gotten stuck in limbo accomplishing.
That said, I was trying to submit the linked patch[0] which fixes building
against MinGW Windows targets for me. Without that, the build fails with a
warning that `::_mkdir` is not defined in the context.
