One thing I'm noticing as I'm compiling the head of SVN is that zlib
appears to now be a hard dependency of the library code. Or at least the
utilities, maybe? But the configure script doesn't hard fail without it and
allows me to pass `--without-zlib` and happily runs until a compiler error.
Perhaps that should be made into a hard dependency at the correct spot in
the chain?
