[server-admins] JIRA down

I just bounced it.  It looks good now.  Hopefully it will remain up.  
Also, Atlassian has stopped releasing updates for self-hosted Jira.  
Atlassian says they support opensource projects for free on their cloud 
platform, but it seems someone has already claimed 
crosswire.atlassian.com.  Anyone we know?  I've send a request to join.
