Get the reverse DNS delegated to us, ASAP, by providing that info the
ISP asked for to them? Or did you already give that to them? If so,
did they acknowledge receipt and tell you they had done it?
Without this, trying other things is not likely to get us very far.

Internet-connected Linux box on the planet.
THEN, we can look at other things, work in detail with Hotmail and
whoever else we need to.
If you want, get me on the list of official crosswire.org tech contacts
at your ISP, give me email and phone contact info for their tech support
people (hmmm, I may already have that), and I'll dialogue with them to
make sure we have this fully taken care of. One of us (your or me)
needs to get this sorted out, as the next step.

P.S. Tech detail:
Doing
dig 104.190.71.64.in-addr.arpa. @ns1.he.net. CNAME
and
dig 104-29.190.71.64.in-addr.arpa. @ns1.he.net. NS
does not currently return anything, which is what makes me believe they
have not yet set up RFC4183 delegation of your IP subnet to us. Their
own page at http://www.he.net/adm/reverse.dns.html suggests this test...
