"Won't," evidently.  As he said, it's blocked for their whole network.

I think their solution to block _all_ their customers' access to _all_
these network ranges is one mighty strange administrative choice.

If they suffered a DDOS attack, fine, but I doubt it's ongoing all day
every day from now until eternity.  Ask him if their router has logged
any level of ongoing abuse from (all) these networks.  They cannot
reasonably say that huge fractions of the planet are to be disallowed
access to their customers forevermore.

I appreciate that CrossWire has had a good relationship with these folks
for a long time, but this is not a rational business model.
