  Win32 builds (#1012)

* Convert tabs to 8 spaces

Typically I'd prefer tabs, but mixing tabs and spaces made alignments
very wonky. So, regardless of which is preferred, at least this document
is now standardized.

* Change to make running more generic

* Added CI runs to build

* Restore native gettext

* Suppress setting WIN32 at all times

* Turn off pseudo-console
