Good point, I did:

toolbox create --container xiphos-win --image=fedora-toolbox:30
toolbox enter --container xiphos-win

After having run dnf update and installed all required dependencies, I
successfully built Xiphos for win32.

I used a git revision back to the end of January to test my setup.
So the plan is now to build current head.
