<font face="FreeSerif">I've seen it. As far as I can tell, it's a
GTK3 artifact. It's not very repeatable, but it's not infrequent,
either. You won't see it in a GTK2 build.<br>

I too use MATE, but that's not the source of this behavior. I've
seen this flashing artifact in a GTK3 build running on Linux when
displayed remotely on Windows7 under XWin (cygwin/X). I think
it's strictly a tooltip-related glitch.<br>

Really, this is the sort of thing that ought to be brought up on
the Xiphos lists.</font><br>
