I know that I'm coming late into this discussion, but I'd note that
this applies not only to help files and the program menus (as Peter
correctly points out), but also to the web page itself. Do we have
translators who would be willing to translate the web page?<br>

If someone only knows Russian, then how will that person ever find the
download link? Does that person even go to ".org" sites? Should we
have a "crosswire.ru" site? Or could/should distribution in these
countries somehow tied to informing current and future missionaries
working there?<br>

The important point Peter makes is that we need to be aware that rest of the
world is far from being Anglo-centric. Even in Wikipedia there is a drive

bias that arose from the huge amount of edits contributed by English
speakers since its foundation.
If we are to esteem our brethren in Christ as highly as we ought to in the
light of the Gospel, we shall not insist that they first learn to use
English in order to make the best use of Bible software. This is surely part
of what St. Paul implies in 1 Thess 5:13, and by inference in Romans 12:3.
