It would seem that way, however, the entire thing is available for download in PDF Format from the people that actually own the copyright, the IBS. It's possible that biblegateway just threw up a generic statement <BR>

Unless your license *explicitly* gives you that right, overruling the copyright notice (is that even possible?), then the conversion is a copyright infringement. I don't believe one needs to be a lawyer to understand such explicit instructions...
