I would imagine that the RC1 is available to everyone without MSDN access... I was able to install Beta 2 without having an MSDN account. I believe I installed the 1.5.6 on Vista when I had that on my machine at work, but Vista was so annoying for what I was trying to do (browse the web, use Outlook, access Active Directory tools) so it is no more.
