I implemented some fixes in Ezra Bible App to make this repo update issue more transparent for the user. Previously it would fail completely if more than two repos do not update. I increased the threshold to three now. Also, if any repos fail to update an error message shows which exact repos failed. This fix will then be available with the next release.
Currently eBible.org seems offline.
This alone should not have caused your issue from earlier, there must have been a second repo that also did not work.

I have observed this behavior from time to time. Not sure which repository is causing this.
I will investigate. The only thing I can advise here is to try again later. I agree that the behavior for individual repositories that are unavailable should not block the entire operation.
Note that this functionality (basic module assistant and repo updates) was not changed in 1.19, so at least this is not a regression.
