I was browsing the lists archives, just out of general curiosity for the sword project, and I came across this thread. Specifically:

Has this already been solved? I would love to help if not.

I deal with this kind of thing in GitHub every day for my day job. A CODEOWNERS file and ruleset should accomplish what you need.
