Indeed, they are very clear about the Incompatibilities and that is part of
the reason they strongly suggest people use the "or later" language when
using GPL licenses. But they themselves note that there are significant
projects that do not opt for it.

That wouldn't help. I still couldn't distribute it because of the GPLv3
Slint licensing. My issue isn't that I want to use GPLv2 only. My problem
is that I have two libraries I use, one of which is v2 only, the other is
v3 or commercial. Thus, there is no way, other than as raw source, for me
or anyone else to distribute my application.
